Frozen Milk Concentrate
DVLP has completed several capital projects for Miraka, a Māori-owned company that operates one of the most sustainable dairy processing plants in the world. One of these projects involved creating a new product line. After forming an agreement with their Australian partner and customer, Burra Foods, Miraka entrusted DVLP to oversee the design, procurement, and installation of a new production line. This encompassed modifications to the existing production facility, as well as the installation of new silos, pumps, and mechanical services, including a new high-capacity chilling plant for producing frozen milk concentrate for markets in Asia. Despite the challenges posed by a global pandemic during the project’s delivery phase, we worked closely with our technical partners and the teams from Miraka and Burra Foods to successfully complete the project.

DVLP successfully managed the design, procurement, and construction/installation of a new segregated production line for A2 milk products for Miraka, a Māori-owned dairy company in the Taupo region. This project was completed for a long-term and highly valued client.
Solids Recovery Project
DVLP identified an opportunity to improve efficiency at the Miraka plant by recovering solids from the waste stream. These solids, generated during initial plant flushing and cleaning, were captured and redirected—reducing inflow to the wastewater treatment plant and allowing the recovered material to be blended back into other products instead of going to waste.
Horotiu – Open Country Dairy Factory
DVLP proudly led the full project management for the consenting, design and construction of Open Country Dairy’s Horotiu factory – a Greenfield development that strengthens New Zealand’s position as a global dairy leader. Located on the Waikato Plains beside the Waikato River, this state-of-the-art facility was designed to meet growing international demand for premium dairy products. Commissioned in 2019, it is now one of Open Country’s most advanced plants, specialising in whole milk powder production for export markets across Asia and beyond.
Our team managed all consenting processes which involved extensive consultation with neighbours, iwi, local authorities, and local businesses. We also managed the design of all buildings, ensuring functionality and efficiency from concept to completion as well as every aspect of delivery, from coordinating civil, mechanical, and process engineering contracts to overseeing large-scale earthworks and site development.
We integrated sustainable infrastructure, including wastewater treatment solutions aligned with Waikato River consent conditions.
This project reflects the best of collaborative delivery – balancing complex environmental requirements with innovative design solutions for efficiency and sustainability. Today, the Horotiu plant plays a key role in Open Country’s processing network, helping export New Zealand dairy products to more than 60 countries worldwide.
